It feels like a lot of time wasted when someone could have been coming up with fixes instead of silo-hopping. That said: the point of a system is what it does. So, coordinating with the giant organization is often the goal, not so much the actual actions taken. Also in the “that said” category: it takes a lot of effort to make a change, but once that change is in place, the power of the giant organization has a huge impact.
